The Community Action Plan (CAP) is C28’s vibrant, current snapshot of the collaborative efforts building momentum and changing lives—among business owners, residents, community leaders, and supporters. It tells the story of our journey so far and maps the path ahead—inviting YOU to plug in at every level.
Overview
In April 2024, the C28 Business Alliance was formed with the mission to lead the charge in establishing safety, economic growth, and unity from the front lines of the community. The aim was to set a clear direction for the businesses and residents in the area to rally together around a common vision and foster radical collaboration and resilience. Together, we believe we can build a secure, prosperous, and prideful community for future generations.
Therefore, this Community Action Plan (CAP) has been developed by the C28 Business Alliance to engage all members of the community to actively support this vision with clear steps of involvement.
Shared Security
1. It starts with safety

July 2024: We officially launched C28 with a bold call to action: pilot the Shared Security Program in response to a 30% spike in Calls for Service. Thanks to the backing of 16 businesses in our inaugural year, we reversed that trend—reducing calls by 60%—and literally created safer streets.

Neighborhood Association/Block Watch
2. Activate the Neighborhood
Next we engaged the residents of the community and met at Sahuaro Elementary School in May of 2025.
At this Town Hall, alliance and community leaders shared the first year impact of our Community Action Plan and to activate them as part of our next community safety initiative, a Neighborhood Block Watch Association!
