When C28 launched in August 2024, it wasn't just about forming a Business Alliance—it was about responding to a rising crisis.

The 28th Drive corridor had become overwhelmed by rising crime, homelessness, and safety concerns. Phoenix PD reported a 30% increase in Calls for Service (CFS) from 2023 to 2024. Businesses were suffering. Families were avoiding the area. Something had to change!

As part of our inaugural Community Action Plan (CAP), the C28 Alliance launched a pilot Shared Security Program to provide:

• Dedicated private security patrols along the 28th Drive corridor

• A visible, proactive presence during critical hours

• A coordinated layer of support with Phoenix PD: Cactus Park Precinct and local block watch teams

We framed it not as a luxury—but as a necessary co-op solution.

The C28 businesses have piloted and launched a Shared Security Program that consolidates our efforts into an effective safety initiative.

Beginning with safety, in August 2024 C28 kicked off a 3 month pilot program for a shared security for the businesses within the 28th drive corridor between Sweetwater and south of Cactus. This enlisted Omega Protective Services to provide security to the area for 10 hours a day for 7 days.
