The Beginning
Why We Launched This?
When C28 launched in July 2024, it wasn't just about forming a Business Alliance—it was about responding to a rising crisis.
The 28th Drive corridor had become overwhelmed by rising crime, homelessness, and safety concerns. In the previous year, Phoenix PD reported a 30% increase in Calls for Service (CFS) from 2023 to 2024. Businesses were suffering. Families were avoiding the area. Something had to change!
As part of our inaugural Community Action Plan (CAP), the C28 leadership campaigned and raised the initial funding needed to launch a 3 month pilot of the program in order for people to see the vision and experience the following benefits:

Dedicated private security patrols along the 28th Drive corridor

A visible, proactive presence 10 hours a day, 7 days a week

A coordinated layer of support with Phoenix PD: Cactus Park Precinct and local block watch teams
This was framed not as a luxury—but as a necessary co-op solution that would spearhead the transformation efforts of our entire community.

Innovation through collaboration

Amazing things happen when a community comes together! After attending the alliance kickoff meeting, business member Koro BAS offered another layer of protection service by providing 24/7 surveillance via their custom and branded security trailers.
By fostering partnerships with local law enforcement and private security, this has served as a catalyst for broader security initiatives and community transformation. The addition helps C28 create a secure and thriving business ecosystem along the 28th Drive corridor.

Impact
IT Works!
Immediately after launching the program, the results were visibly clear. Now one year later the Phoenix Police Department stats are in and we have already seen a 60% decrease in reported crime in the area.
Local customers have reported feeling safer and have noticed difference.
